Albert Jacob House, Tower Hamlets

Pulsar assisted the London Borough of Tower Hamlets (LBTH) in securing planning consent for a 53-home affordable housing scheme on the site of a former council office building (known as Albert Jacob House) in Bethnal Green. The project, located on Roman Road, is part of Tower Hamlets Council’s wider programme to deliver 4,000 new homes for social rent.

The mixed-use development includes residential accommodation, commercial space at ground floor level and new communal landscaping. The residential element is intended to provide 100% affordable housing at social rent.

The scheme comprises a building of between six and nine storeys, positioned on the edge of the Globe Road Conservation Area. Key transport considerations included the provision of sufficient blue badge parking, cycle parking, servicing/refuse collection arrangements and fire tender access.

Pulsar worked collaboratively with an excellent project team including Child Graddon Lewis Architects, NTA Planning and Staton Cohen Landscape Architects. Engagement with LBTH’s Highways Team was undertaken from an early stage through a pre-application process and then subsequently during the planning determination stage. Pulsar prepared various reports to support the application, and planning consent was obtained in July 2025.

Pulsar is now currently assisting LBTH with the stopping up order application required to enable the development.
